2025-26 Applications for Independent Citizens Oversight Committee
CVESD is accepting applications for up to three (3) vacancies on its Independent Citizens Oversight Committee: one (1) member who is active in a senior citizens organization; one (1) member who is active in the District’s Parent Teacher Association (PTA); and one (1) member of the community at large. Interested individuals may view more information and download the application at the links below.
The application period is open from May 23 through Friday, July 11, 2025. All applications must be received by no later than 4 p.m. on July 11, 2025 (postmarks do not count). At the Regular Board Meeting on August 13, 2025, the Board of Education will appoint at least two and possibly three new members to the committee. These appointments will be based on the information provided in the applicants’ submissions.

CVESD Independent Citizens Oversight Committee
The purpose of the Chula Vista Elementary School District Independent Citizens Oversight Committee (CVESD ICOC) is to oversee the implementation of district general obligation bonds. Current Bond projects include Measure VV, a $150 million general obligation bond measure approved by the voters in November 2018, Measure M, a $300 million general obligation bond measure approved by the voters in March 2020, and Measure AA, a $360 million general obligation bond measure approved by the voters in November 2024.
Pursuant to the requirements of Proposition 39, proceeds from the sale of bonds authorized by each of the foregoing general obligation bond measures will be used only for the construction, reconstruction, rehabilitation, or replacement of school facilities, including the furnishing and equipping of school facilities or the acquisition or lease of real property for school facilities. Proceeds of the bonds are deposited into a General Obligation Bond Building Fund to be held by the San Diego County Treasurer. No bond funds will be used for administrator or teacher salaries or other school operating expenses.
The duties of the CVESD ICOC members include ensuring that bond money is spent in compliance with the requirements of Proposition 39, which involves inspecting school facilities, reviewing expenditures, and the district's efforts to maximize bond revenues by implementing cost-saving measures, ensuring no funds are used for teacher or administrative salaries, reviewing the annual independent audit, and providing an annual report to the public at an open meeting of the Board of Education. The CVESD ICOC is a review and oversight committee, not a decision-making body.
