CVESD Independent Citizens Oversight Committee
The purpose of the Chula Vista Elementary School District Independent Citizens Oversight Committee (CVESD ICOC) is to oversee the implementation of district general obligation bonds. Current Bond projects include Measure VV, a $150 million general obligation bond measure approved by the voters in November 2018, and Measure M, a $300 million general obligation bond measure approved by the voters in March 2020.
Pursuant to the requirements of Proposition 39, proceeds from the sale of bonds authorized by each of the foregoing general obligation bond measures will be used only for the construction, reconstruction, rehabilitation, or replacement of school facilities, including the furnishing and equipping of school facilities or the acquisition or lease of real property for school facilities. Proceeds of the bonds are deposited into a General Obligation Bond Building Fund to be held by the San Diego County Treasurer. No bond funds will be used for administrator or teacher salaries or other school operating expenses.
The duties of the CVESD ICOC members include ensuring that bond money is spent in compliance with the requirements of Proposition 39, which involves inspecting school facilities, reviewing expenditures, and the district's efforts to maximize bond revenues by implementing cost-saving measures, ensuring no funds are used for teacher or administrative salaries, reviewing the annual independent audit, and providing an annual report to the public at an open meeting of the Board of Education. The CVESD ICOC is a review and oversight committee, not a decision-making body.

Bylaws of the CVESD ICOC
On September 6, 2017, the Board of Education approved an amendment to Section 5.4 of the Bylaws pursuant to California Education Code Section 15282, allowing members to serve up to three consecutive two-year terms. Previously, members were only allowed to serve two terms. On January 23, 2019, the Board of Education approved an amendment to the By-Laws adding oversight of the Measure VV general obligation bond funds to the duties of the Proposition E ICOC and renaming the committee the CVESD ICOC.
Performance Audits
