Teacher Programs

There are several programs for teachers in the Chula Vista Elementary School District. Among these are:

  • Peer Assistance and Review (PAR)
  • Teacher Induction

Peer Assistance and Review (PAR)

In early 1999, Assembly Bill IX called for statewide implementation of Peer Assistance and Review (PAR). The purpose of this legislation is to improve the education of students by enhancing the classroom performance of teachers through ongoing professional growth.

PAR utilizes California Standards for the Teaching Profession (CSTP):

  • Engaging and supporting all students
  • Creating and maintaining effective environments for student learning
  • Understanding and organizing subject matter for student learning
  • Planning instruction and designing learning experiences for all students
  • Assessing student learning
  • Developing as a professional educator

Who may participate?

  • Voluntary permanent teachers who request assistance
  • Permanent teachers who are referred due to an unsatisfactory evaluation
  • Teachers interested in applying for National Board Certification

PAR Goals:

  • To improve teaching performance
  • To provide access to confidential, individualized support from a peer
  • To increase student achievement
  • To provide opportunities for professional development
  • To offer collegial, collaborative support based on best practices
  • To share the expertise of consulting teachers and curriculum specialists with teachers desiring assistance
  • To provide voluntary inservice for all permanent teachers
  • PAR Benefits
    • Ongoing personalized assistance and peer coaching from a trained consulting teacher
    • Modeled lessons by the consulting teacher
    • Assistance with classroom management and instructional strategies
    • Opportunities for classroom visitations and other professional development activities
    • Assistance with designing a standards-based program
    • Assistance for permanent teachers of combination classes
    • Assistance for teachers new to Special Education
    • Professional development for permanent teachers
    • PAR is entirely funded through State categorical monies with no impact on the District's General Fund.

Teacher Induction

The Chula Vista Elementary School District believes in equipping teachers to provide quality educational experiences for all students because each child is of great worth. The CVESD Induction Program is committed to the individual development of every new teacher as they grow and transform into lifelong, reflective educators.

The purpose of the CVESD Induction Program is as follows:

  • Provide an effective transition into the teaching career for new teacher candidates in California by building upon the teacher preparation experience
  • Increase student achievement by accelerating the effectiveness of new teachers through tailored support based on their assessed needs. Professional development will target our new teachers' practical and individualized needs. It will be delivered through various forms, including, but not limited to, one-on-one instructional mentoring and professional development opportunities.  
  • Prepare teachers to become reflective practitioners within the continuous "plan-teach-reflect-apply" action-research-based cycle, to refine both subject matter and pedagogical expertise
  • Enable teachers to be effective in teaching students who are culturally, linguistically, and academically diverse
  • Ensure the professional success and retention of new teachers
  • Ensure that a mentor provides intensive individualized support and assistance to each candidate by developing trusting relationships that encourage and support teachers to self-reflect and grow
  • Ensure that an individual learning plan (ILP) is in place for each candidate and is based on an ongoing assessment of the development of the teacher
  • Ensure continuous program improvement through ongoing research, development, and evaluation
