Developer Fee Justification
This Developer Fee Justification Report (DFJS) for Residential and Commercial/Industrial Development has been prepared to demonstrate that the expected facilities costs to be incurred by the district to house students to be generated from new residential and commercial/industrial development is at least equal to the district’s share of the statutory school fees (Level I) approved by the State of California every two years.
Developer Fees for Residential and Commercial Construction
Effective July 22, 2024, residential developer fees are $2.27 per square foot of habitable area for all residential construction and $.37 per square foot for all commercial and industrial construction. All fees are calculated per square foot of assessable space determined by the local building department for all commercial/industrial and residential construction. Fees are due before the issuance of a building permit.
The following forms, generated by the City of Chula Vista, City of San Diego, and County of San Diego, must be submitted with payment to Chula Vista Elementary School District:

Exemptions
Residential projects (new construction and additions) that total 500 square feet or less are exempt from school fees, per Education Code, Section 17620. Effective January 1, 2020, fees for ADUs under 750 square feet will be exempt.
Developer Fees Online Portal
Chula Vista Elementary School District is proud to partner with Facilitron to provide an easy-to-use online portal for registering and paying developer (school impact) fees. You can register your project and pay developer fees from anywhere. Please follow this link to use the new portal: https://dfp.facilitron.com/cvesd91910
This third-party portal allows you to create and submit projects, upload forms and information, calculate fees, and conveniently pay online by credit card, ACH (electronic check) transactions or by mailing in a paper check.
Once submitted, paid fees will be verified by school district staff and a Certificate of Compliance (COC) can be issued.
CVESD will continue to accept requests during office hours at the Facilities and Planning
Department located at 84 East J Street, Chula Vista, CA 91910.
